Job Summary

This position is assigned to U.S. Naval Support Facility, Diego Garcia. Incumbent oversees and administers Morale, Welfare and Recreation (MWR) services; including dining, retail sales, entertainment, recreation, sports, and physical fitness programs. The incumbent serves as the Funds Custodian, who controls and expends the funds for the MWR Programs. ***ACCESS TO MEDICAL AND DENTAL CARE IN DIEGO GARCIA IS EXTREMELY LIMITED. Job Description

A qualified candidate must possess the following: At least five years of progressively responsible experience as a key administrator or staff supervisor managing comprehensive Morale, Welfare, and Recreation (MWR) programs for Navy or other military branches. A qualified candidate possesses the following: Knowledge of the principles, methods, and techniques of business and public administration. Knowledge of CNIC's organizational structure, function, mission, and policy decisions affecting the organization. Knowledge of MWR mission, vision, and functions, including the goals, principles, and techniques required for program delivery. Knowledge of pertinent DoW and Navy regulations, instructions, and policies pertaining to MWR Programs. Knowledge of APF/UFM and NAF financial management, including budgeting, financial execution, cost analysis, and business planning. Knowledge of general business principles for NAF, including profitability, financial reporting, internal controls, auditing, purchasing for capital improvements and renovations. Knowledge of NAF construction and facility management policies, including project submission requirements, funding limitations and the administrative procedures for overseeing major maintenance and capital improvement initiatives. Knowledge of Navy APF and NAF contract administration. Knowledge of CNIC's EEO policy and procedures. Skill in the use of SAP financial management system. Skill in providing oversight and strategic direction for a diverse range of MWR functional areas and programs. Skill in the use of Microsoft Office Programs (e.g., Word, Excel, PowerPoint, Outlook, Teams, SharePoint). Skill in resource planning and the oversight management of varied MWR functions to ensure best use of resources. Skill in negotiating sufficient to resolve major program issues and operational requirements with personnel inside and outside the Navy, foreign armed service personnel, third country nationals, civilian contractors, community organizations, and patrons. Skill in conflict resolution. Ability to apply analytical and evaluative methods to identify needs, trends, and performance measures. Ability to establish realistic long and short-term goals and objectives, set achievable deadlines and react quickly to changing priorities Ability to perform the full range of supervisory and managerial duties, including monitoring performance and ensuring internal control procedures are operative. Ability to plan, schedule, and supervise work to achieve the most efficient utilization of facilities, employees, and equipment. Ability to communicate effectively, both orally and in writing, including the interpretation of complex instructions and directives. Ability to persuade, motivate, and deal diplomatically but firmly with senior officials, often in an adversarial environment. Ability to develop and effectively deliver presentations or briefings. Ability to prepare documents to enable contract payment.
