The Deputy Assistant Secretary for International Monetary and Financial Policy serves as the principal advisor to the Assistant Secretary for International Affairs on international monetary policy, global financial stability, and economic diplomacy. The executive leads strategic policy initiatives, represents Treasury in high-level international forums, and advances U.S. economic interests through engagement with foreign governments and international financial institutions.
Job Description
EDUCATION: Applicants must meet one of the following requirements: Degree: A bachelor's degree in economics from an accredited college or university that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus; OR Combination of Education and Experience: A combination of education and experience equivalent to a major in economics, as described above, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus, together with appropriate experience or additional education. RESUME: To meet minimum qualification requirements, you must demonstrate the Executive Core Qualifications (ECQs) and Technical Qualifications (TQs) within a resume not to exceed two pages. Submissions exceeding this limit may not be reviewed or may be disqualified. The resume must clearly reflect relevant experience, education, and accomplishments evidencing executive-level knowledge, skills, and abilities required for SES positions; failure to do so may result in non-consideration: Directing organizational units and leading complex operations Accountability for the success of major programs or initiatives Monitoring organizational performance and adjusting goals as needed Supervising staff and managing workforce performance Exercising policy-making, policy-determining, and executive functions Submission of a separate narrative statement addressing the Technical Qualifications (TQs) or Executive Core Qualifications (ECQs) is not required. TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications. TQ1 - Demonstrated experience leading the development, evaluation, and implementation of U.S. international monetary and financial policy. Experience advising senior government officials on international economic policy matters and advancing U.S. interests through engagement with the International Monetary Fund (IMF), the Group of Seven (G7), the Group of Twenty (G20), and other multilateral economic and financial institutions. TQ2 - Demonstrated experience conducting complex economic and financial policy analyses and developing recommendations affecting U.S. international economic interests. Experience evaluating multilateral economic and financial issues, advising senior officials, and supporting policy development involving the International Monetary Fund and other international financial institutions. TQ3 - Demonstrated experience directing policy development and technical analysis involving international currency markets, foreign exchange operations, and sovereign debt policy. Experience representing the United States in interagency and international discussions and communicating complex economic and financial policy issues to senior government officials and international stakeholders. TQ4 - Demonstrated experience leading organizations responsible for international economic or financial policy. Experience establishing strategic priorities, directing professional staff, managing organizational performance, leading organizational change, and fostering collaboration to achieve mission objectives in a complex governmental or international environment. EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. If your 2-page resume does not reflect demonstrated evidence of the ECQs and TQs, you may not receive further consideration for the position. ECQ 3 - Merit and Competence: Demonstrated knowledge, ability, and technical competence to effectively and reliably produce work that is of exceptional quality. Leadership Competencies: Technical Skill, Problem Solving, Agility and Resilience. ECQ 4 - Leading People: Demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. Leadership Competencies: Accountability, Developing Others, Executive Judgement. ECQ 5 - Achieving Results: Demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. FUNDAMENTAL COMPETENCIES: The following competencies are the foundation for success in each of the Executive Core Qualifications: Interpersonal Skills, Oral Communication, Written Communication, Integrity/Honesty, Continual Learning, and Public Service Motivation. Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB) of your eligibility for noncompetitive appointment to the SES.
