Job Description

SPECIALIZED EXPERIENCE IR-01: To be minimally qualified for this position you must have at least one (1) year of specialized experience equivalent to the next lower-level payband or GS grade in the normal line of progression. Qualifying experience includes substantive supervisory, executive leadership, or program management responsibility directing complex organizations, major initiatives, or enterprise-wide operations. To qualify for this position your experience should be sufficient to demonstrate: Serving as a principal advisor to senior executives, agency leadership, elected officials, or other organizational leaders on complex tax, legal, legislative, regulatory, operational, public policy, or strategic management issues, providing recommendations that support executive decision-making. Researching interpreting, and applying the Internal Revenue Code, Treasury regulations, IRS guidance, administrative authorities, judicial decisions, or related legal authorities to analyze complex technical, legislative, regulatory, or operational issues and developing executive-level policy or operational recommendations. Planning, directing, coordinating, or overseeing executive operations, legislative affairs, congressional relations, regulatory initiatives, executive correspondence, controlled communications, executive action tracking, or other high-profile organizational initiatives affecting tax administration or public policy. Leading organizational responses to congressional oversight, hearings, investigations, appropriations, GAO reviews, TIGTA audits, OMB coordination, Executive Office of the President initiatives, or other high-profile executive activities, while coordinating with senior officials across government and/or external stakeholders to resolve complex issues. Developing, reviewing, or directing executive correspondence, congressional or legal responses, testimony, briefing books, decision memoranda, policy papers, legislative proposals, strategic communications, talking points, and other executive-level products to prepare senior leaders for congressional, executive, stakeholder, or public engagements. Leading enterprise-wide initiatives involving tax administration, legislative affairs, regulatory implementation, strategic planning, organizational transformation, or modernization by building collaborative relationships and directing multidisciplinary teams across organizational boundaries to achieve strategic objectives. Managing subordinate managers, supervisors, or professional staff; establishing organizational priorities; allocating personnel and financial resources; overseeing organizational performance; and managing multiple high-priority, sensitive initiatives requiring independent judgment, broad discretion, and effective executive leadership. Qualifying experience may have been gained through executive leadership in tax law, tax administration, congressional affairs, legislative affairs, government relations, regulatory affairs, legal practice, corporate tax, public policy, compliance, or related fields requiring expert knowledge of federal tax law, executive operations, and strategic organizational leadership. You must also meet the following requirements MINIMUM AGE REQUIREMENT: Minimum age for federal employment is 18 years old, or at least 16 years old and have: Graduated from high school or been awarded a certificate equivalent to graduating from high school; or Completed a formal vocational training program; or Received a statement from school authorities agreeing with your preference for employment rather than continuing your education.
