Job Summary
This position is located in the Office of Planning and Performance (OPP) within the Department of Strategic and External Affairs (DSEA), Peace Corps headquarters, Washington DC. The incumbent reports to the Chief of Strategic Planning and Data Governance and serves as a lead analyst on a team charged with using data to devise, monitor, and evaluate detailed plans, goals, and objectives for the implementation and administration of major Peace Corps priorities and activities.

Specialized Experience at the FP-4 (GS-11) Level: To qualify for this position at the FP-4 level, you must have at least one year of specialized experience equivalent to the next lower level in the normal line of progression, FP-5 or GS-9. This experience must be directly related to the work of the position and must have equipped you with the knowledge, skills, and abilities necessary to successfully perform the duties of the role. Specialized experience includes: Assisting with analytical or evaluative work related to program performance, organizational effectiveness, or strategic planning; Gathering and transforming data and preparing draft reports, summaries, or visualizations; and Using data, spreadsheet, or business intelligence tools (e.g., Excel, Power BI, Tableau, SQL, or comparable tools) to organize or present information. ~OR~ Ph. D or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree OR LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. Specialized Experience at the FP-3 (GS-13) Level: To qualify for this position at the FP-3 level, you must have at least one year of specialized experience equivalent to the next lower level in the normal line of progression, FP-4 or GS-11. This experience must be directly related to the work of the position and must have equipped you with the knowledge, skills, and abilities necessary to successfully perform the duties of the role. Specialized experience includes: Developing or analyzing performance measures and preparing comprehensive reports, briefings, or recommendations that inform program or organizational decisions; and Using data analysis and visualization tools (e.g., SQL, Python or R, Power BI, Tableau, or comparable tools) to analyze complex datasets and communicate findings to varied audiences. ~OR~ A combination of education and experience ~AND~ Time-in-Grade Requirements: Current or former Federal employees, including Peace Corps employees, must meet applicable Time-in-Grade requirements to be eligible for this position. For positions above the FP-09 (GS-05) level, you must have completed at least one year (52 weeks) at the next lower grade in the normal line of progression for the position to which you are applying. All current or former Federal employees, including internal employees, must provide a copy of their SF-50(s), "Notification of Personnel Action," to demonstrate that you meet Time-in-Grade requirements. What We're Looking for in Top Candidates We're seeking a curious, adaptable analyst who is genuinely comfortable using and learning new tools - and who is excited, not hesitant, about working with AI as part of everyday practice. This role is a strong fit for someone energized by emerging technology; it is not well suited to applicants who prefer to avoid AI-assisted tools. Strong candidates will bring several of the following. We don't expect any one person to bring them all, we expect the ability to learn the rest quickly: - Comfort using AI tools to support data transformation (e.g., generating and refining queries) and document preparation - Experience with data and analytics tools, and a demonstrated ability to pick up new tools quickly - Familiarity with cloud data architecture - Knowledge of UI/UX and/or data visualization principles - Customer Relationship Management (CRM) software - People analytics / applicant tracking systems (ATS) - Marketing analytics - Survey research - Product development Please note: If you are qualifying based on education or a combination of education and experience, please review the "Education" section of this announcement.
