Job Summary

This position is assigned to Fleet and Family Readiness, Program; Fleet Readiness Division (N92); Commander, Navy Region Mid-Atlantic Norfolk VA. Incumbent serves as the Region Program Manager responsible for the overall planning, management, administration and technical direction of all Morale, Welfare, and Recreation (MWR) including MWR and Galley Essential meals policies and operations at Navy installations and operations assigned to and organized under CNRMA AOR.

A qualified candidate must possess: Extensive knowledge of the goals, principles and techniques of the administration, management and financial processes of a large community, industrial or military community support program. Extensive executive experience that demonstrates success in developing, managing and evaluating programs for many commands, and operations. Knowledgeable in the application of a wide range of quantitative and qualitative methods for assessment, improvement and effectiveness of complex management programs and systems. Comprehensive knowledge of appropriate DoW, DoN, CNIC and other policies and regulations covering all areas of N92 operations, resourcing and administration. Ability to interpret complex instructions, directives, and correspondence and to apply them to specific situations in the management and operation of N92 programs. Mastery knowledge of personnel management, food and beverage management, recreation, fitness, sports, community recreation, galley management, and complete command of NAF and APF financial management, including budgeting, cost and profitability analysis, internal controls, auditing, acquisition, contract administration, IT/POS functions and facility management. Must be able to discuss, evaluate and make decisions involving all aspects of N92 programs, policies and operations. Must be able to travel, visit other activities, appraise different program elements and evaluate similarities and differences. Possess the expertise and acumen to originate correspondence, including writing and editing documents and publications that encompass all Region N92 Program operational, administrative, and financial matters. Widely experienced, positive leader and consensus builder who is able to influence the actions of others in obtaining cooperation and assistance to meet the mission and operational goals of the N92 Programs. Able to make decisions/recommendations that will have positive impacts on MWR and Galley programs, operations and services. Skills in communicating and negotiating issues and operational requirements with employees, customers, base/installation Commanders, other military and government executives, and professional counterparts in the private and public sectors.
