Job Summary

The Office of National Security Controls (ONSC) is responsible for policy actions, export license adjudications, commodity classifications, license determinations, and advisory opinions for all categories listed in the Commerce Control List (CCL) and is the focal point for commodity jurisdiction assessments.

Job Description

All candidates for SES positions with the Federal Government must demonstrate leadership experience indicative of senior executive level management capability. As a basic requirement for entry into the Senior Executive Service (SES), you must clearly articulate and describe within your two (2) page resume evidence of progressively responsible supervisory, managerial, or professional experience which involved management of a program or organization of significant scope and complexity, normally obtained over several years by serving in positions at the GS-15 level or equivalent. To meet the minimum qualification requirements for this position, your resume should demonstrate your ability to perform the duties of this position and meet the five Executive Core Qualifications (ECQs), and the Professional Technical Qualifications (PTQ's), listed below. Your resume must provide information regarding your professional experience and accomplishments that demonstrate the five Executive Core Qualifications (ECQs). Your resume must also clearly demonstrate your ability to meet the Professional/Technical Qualification (PTQ). If you fail to do so, your application will be rated ineligible. If you are currently serving under a career SES appointment, are eligible for reinstatement into the SES (this means you were previously employed as a Career SES employee and you successfully completed a one-year probationary period) or have successfully completed a SES Candidate Development Program and been certified by OPM, your resume must clearly state that you are a current career SES, eligible for reinstatement, or SES CDP certified and year of certification. Please DO NOT submit separate documents addressing the ECQs or PTQS. Only your resume capped at two (2) pages will be accepted and considered. Any additional documents submitted will not be accepted. EXECUTIVE CORE QUALIFICATIONS (ECQs): ECQ 1 - Commitment to the Rule of Law and the Principles of the American Founding: Demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people. ECQ 2 - Driving Efficiency: Demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades. ECQ 3 - Merit and Competence: Demonstrated knowledge, ability, and technical competence to effectively and reliably produce work that is of exceptional quality. ECQ 4 - Leading People: Demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. ECQ 5 - Achieving Results: Demonstrated ability to achieve both individual and organizational results and to align results to stated goals from superiors. Professional/Technical Qualifications: Demonstrated experience in managing a complex organization consisting of multiple divisions with licensing and policy-making responsibilities and ability to meet organizational goals in a fast-paced, high-pressure environment. Demonstrated experience with domestic and foreign policy considerations of the formulation, administration, and compliance elements of export control policies, procedures, and practices for dual-use and emerging technologies, and specifically those guided by the Wassenaar Arrangement and technology transfer to foreign nationals. IF SELECTED, you will be required to undergo a structured interview related to each of the ECQs and be certified by an OPM Qualifications Review Board (QRB) in order to be placed in this position. If you are currently serving in a career SES appointment, are eligible for reinstatement into the SES, or have successfully completed an SES Candidate Development Program and your ECQs were certified by an OPM QRB, you WILL NOT need to be qualified under the structured interview process.
