Job Summary
This position is assigned to Commander, Navy Installations Command (CNIC); Fleet and Family Readiness (FFR) Programs (N9); Family Readiness Division; Fleet and Family Support Program (FFSP). Incumbent serves as a Headquarters Program Analyst (Sexual Assault Prevention and Response Data Management Analyst) responsible for analyzing, evaluating and advising management on the effectiveness of line programs and/or the efficiency of the management of assigned programs.
Job Description

A qualified candidate possesses the following: At least four (4) years of specialized experience participating in data collections and preparing summaries and/or reports to illustrate the findings. Ability to identify needs, trends, and performance measures to evaluate program effectiveness. Knowledge of laws, DoD instructions, directives, policies and procedures pertaining to sexual assault prevention and response, preferably in the military milieu. Knowledge of military systems, communities, and resources available to members, civilians, family members and contractors. Knowledge of policies and procedures and related interagency relationships for sexual assault victims is highly desirable. Ability to identify needs, trends, and performance measures to evaluate program effectiveness. Knowledge of Federal and agency regulations. Knowledge of the specific organization's programs and missions, as well as knowledge of pertinent laws, regulations, and policies related to sexual assault program/operations area to consider their impact on programs. Knowledge of qualitative and quantitative techniques for measuring effectiveness, efficiency, and productivity of assigned programs. Skill in applying analytical and evaluative methods and techniques in the development of new procedures and approaches to identify and resolve significant issues and problems of a unique nature. Skill in collecting, organizing, and analyzing data from various resources, to include statistical studies and surveys. Ability to use data management and reporting systems to collect and organize data drawn from databases. Ability to perform statistical/analysis work, to include sampling, collecting, computing, and analyzing statistical data; to apply statistical techniques, such as measuring central tendency, dispersion, errors, variances and tests of significance; and to develop presentations and written summaries of data analysis. Ability to develop and effectively deliver presentations and/or training. Ability to communicate effectively both orally and in writing.
