Job Summary

This position is located in the Fleet and Family Readiness (F&FR) Division at Navy Region Northwest. Responsible for the overall administration, maintenance and daily operation of assigned facilities. This may include, but is not limited to restaurant, bar, recreation and retail activities, pub, mobile services, etc.

Demonstrates knowledge of management procedures and general business practices related to operational management of programs and the effective utilization of facilities and equipment in a DOD environment. A four-year degree with a business, hospitality or similar degree from an accredited college or university and knowledge of the military/civilian environment associated with working in the Department of Navy is highly desirable. Demonstrates knowledge of DOD military protocol sufficient to present a polished demeanor in a high visibility position. Knowledge and skill in directing the application of management principles, concepts, methodology to a variety of conventional and unusual, difficult and complex assignments, involving the full range of activities including customer service, operations and maintenance, marketing and publicity, personnel and financial management, improvements, and merchandise and equipment management. Demonstrates skill in developing directives, instructions, and procedures regarding the administration of activities and utilization for facility resources. Skill in conducting surveys and audits to identify program deficiencies; determining impact of changes to the services provided the patron community and repairs to the facilities and equipment; or other corrective measures This position reports to the IN9 (or the IPM where designated) who establishes the overall objective and provide assignments in broadly defined mission and functions. The IN9, IPM or RPM provide advice, assistance, and support in unusual or controversial situations. The incumbent independently plans and carries out assignments in accordance with DOD component procedures, local instructions, and accepted practices. Incumbent performs all recurring assignments independently, including identifying, analyzing, and restating or combining data to prepare special reports. The IN9 appraises performance through occasional review of records and reports, results of higher headquarters inspections, and complaints or other comments offered by patrons, with higher level review of the RPM. The work is also reviewed in terms of compatibility with management's objectives, accomplishments of program objectives and contribution to the success of the mission on both short and long term basis. The incumbent is provided with DOD component wide regulations, standards, handbooks, schedules, internal guidelines, and other procedures that generally are applicable to the work, but lack sufficient detail for specific decisions or actions. These policy or program guidelines and legal interpretations or precedents are related to the management of the operation and efficient maintenance and use of assigned facilities and equipment. The work requires judgment and initiative, interpretation, and application of services programs, maintenance, funding and other guidelines and originality in adopting such guides for specific work situations or special projects within the framework of established objectives. The incumbent exercises initiative, judgment and ingenuity in selecting and applying guidelines to a specific area. Guidelines are specific and stated in terms of broad policies and goals that necessitate extensive interpretation to define the extent and intent of coverage. The work includes continuing assignments with the responsibility for the operation of selected programs and efficient utilization of the facility. The incumbent must apply the full range of methods and processes related to planning, scheduling and coordination of all resources and activities. Incumbent must be able to adjust quickly to changing business conditions in order to maintain a good bottom line. Incumbent is responsible for oversight of payroll and personnel functions. Due to the number of possible sources of errors in information, must use good judgment in locating and correcting data received. The purpose of the work is to plan, oversee and coordinate the operations of a variety of social and entertainment programs and utilization of the facilities assigned, review and evaluate conventional problem areas, and initiate corrective actions. The work affects the overall effectiveness and efficiency of the organization. The work involves the development of management plans and criteria for application of Navy policy. Serves in an advisory capacity for all matters related to the management and operation of a full range of programs and independently resolves a variety of unique or unconventional problems and difficulties. Personal contacts include the staff, the patrons, the Service Center, all facility personnel, DOD officials, community groups or officials, security police, vendor and contractor personnel and others. Most contacts are established on a routine basis and may be held inside or outside the facility. When contacts are not routine incumbent must project a professional image of being knowledgeable in the club arena. The purpose of contacts usually is to ensure customer satisfaction as well as promotion of programs to local command and patron community, influencing cooperative attitudes and compliance with policies or directive, and mediating or negotiating conflicts among employees, security personnel, management and others. Tasks are primarily active. Occasionally physical demands may be required. Long periods of standing, walking and some driving may be required. The work area is adequately lighted, heated and ventilated. There may be occasional exposure to dusty or dirty conditions while conducting onsite visits to other local facilities.
